1.The development to which this permission relates must be commenced not later than three years from the date of this permission. Reason:- To comply with the requirements of Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).
2.The development hereby permitted shall not be carried out otherwise than in complete accordance with the approved plans (as set out on page one of this decision notice). Reason:- For the avoidance of doubt and to ensure that the development is carried out as approved.
3.The proposed development hereby approved shall be constructed in accordance with the materials detailed under Section 14 of the application form unless otherwise agreed in writing by the Local Planning Authority. Reason: To ensure that the appearance of the proposed development will harmonise with the character of the surrounding area (Local Plan Policy 26).
4.Prior to the commencement of any excavation or foundation works and resurfacing works associated with the development hereby approved, the following details shall be submitted to and approved in writing by the Local Planning Authority. i) A site survey and detailed arboricultural method statement in accordance with BS 5837:2012 to demonstrate that no harm comes to the roots or crown of the adjacent TPO trees during construction and that the retained TPO trees can be positively integrated on a sustainable basis as part of the site layout. ii) A drawing showing the confirmed position and depth of all foundations outside of all retained root protection areas (BS5837:2021) shall be submitted to and approved in writing before any excavation works as part of the development commences. The development shall thereafter be implemented in strict accordance with the approved details. Reason:- To ensure the retention of, and avoid damage to, the retained TPO trees adjoining the site which represent an important visual amenity to the locality (Local Plan (2021) policy 27 and London Plan (2021) policy G7).
5.The roof area of the development hereby permitted shall not be used as a balcony, roof garden or similar amenity area without the grant of further specific permission from the Local Planning Authority. Reason:- In the interests of the amenity of the occupiers of neighbouring dwelling (Local Plan Policy 7).
6.No construction works or deliveries into the site shall take place other than between the hours of 08.00 to 18.00 on Monday to Friday and 08.00 to 13.00 hours on Saturdays unless agreed in writing with the local planning authority. No construction works or deliveries shall take place on Sundays, Bank or Public Holidays unless otherwise agreed in writing by the local planning authority. Reason:- To protect residential amenity (Local Plan Policy 34).
7.Before the uses commences a scheme to control the transmission of noise and vibration from any mechanical ventilation system or plant installed shall be submitted to and approved in writing by the Local Planning Authority and implemented prior to the permitted use commencing. Thereafter, the equipment shall be properly maintained and operated during normal working hours. Reason:- To protect the amenity of occupiers of nearby premises (Local Plan Policy 34).
8.Prior to occupation of the development, a scheme for any new plant or machinery shall be submitted to the local planning authority to achieve the following standard: The sound rating level emitted from plant, machinery or equipment at the development hereby approved shall be lower than the background sound level (LA90, 1hr) by at least 10dBA in order to prevent any adverse impact. The assessment shall be made in accordance with BS4142:2014+A1:2019 at the nearest and/or most affected noise sensitive premises. The equipment shall be maintained thereafter to the satisfaction of the Local Planning Authority to ensure that the requirements of the condition is complied with. If at any time the plant is determined by the Local Planning Authority to be failing to comply with this condition, its use shall cease until rectified. Reason:- To prevent noise nuisance to adjoining/adjacent residential properties (Local Plan Policy 34).
9.No deliveries or collections from the site shall take place other than between the hours of 08.00 to 18.00 on Monday to Friday and 08.00 to 13.00 hours on Saturdays unless agreed in writing with the local planning authority. Reason:- To protect residential amenity (Local Plan Policy 34).
10.Prior to occupation of the development, details of external artificial lighting shall be submitted to and approved in writing by the Council. Lighting contours shall be submitted to demonstrate that the vertical illumination of neighbouring premises is in accordance with the recommendations of the Institution of Lighting Professionals in the 'Guidance Notes For The Reduction Of Light Pollution 2011'. Details should also be submitted for approval of measures to minimise use of lighting and prevent glare and sky glow by correctly using, locating, aiming and shielding luminaires. Approved details shall be implemented prior to occupation of the development and thereafter be permanently retained. Reason:- To ensure that the amenity of occupiers of surrounding premises is not adversely affected by lighting (Local Plan Policy 34).
11.All new hard surfaces hereby approved as part of the development (including any sub-base) shall be made of porous materials or provision shall be made to direct run-off water from the hard surface to a permeable or porous area or surface within the curtilage of the application site. Reason:- In order to ensure no water run-off from the hard surface which would contribute to risk of flooding (local Plan policy 32).
12.Statement Required by Article 35(2) of the Town and Country Planning (Development Management) Order 2015: No significant problems were identified during the consideration of the application, and therefore it has been determined in accordance with paragraph 38 of the National Planning Policy Framework.

14.The applicant's attention is drawn in particular to condition number 4 above. Failure to comply with this condition may well result in enforcement proceedings being taken against you.
