1.The development to which this permission relates must be commenced not later than three years from the date of this permission. Reason:- To comply with the requirements of Section 91 of the Town and Country Planning Act 1990 (as amended by Section 51 of the Planning and Compulsory Purchase Act 2004).
2.This permission shall be for a limited period only expiring on 25th June 2009 on or before which date the use hereby permitted shall be discontinued and the internal partitioning works carried out under this permission shall be removed and the site reinstated to its former condition to the satisfaction of the Local Planning Authority. Reason: The application site is in a core retail area within Romford Town Centre, its permanent loss to an inappropriate use would be contrary to existing and emerging policy contained in the Romford Area Action Plan.
3.Notwithstanding the provisions of the Town and Country Planning (Use Classes) Order 1987 the use hereby permitted shall be as a function suite for seminars, conferences, meetings and weddings only and shall be used for no other purpose(s) whatsoever including any other use in Class D2 (assembly and Leisure) of the Order, unless otherwise agreed in writing by the Local Planning Authority. Reason:- To restrict the use of the premises to one compatible with the surrounding area and to enable the Local Planning Authority to exercise control over any future use not forming part of this application, and that the development accords with the Core Strategy and Development Control Submission Development Plan Document Policy DC61.
4.The premises shall not be used for the purposes hereby permitted other than between the hours of 08:00 and 20:00 on Weekdays and from 12:00 to 24:00 on Saturdays and Sundays without the prior consent in writing of the Local Planning Authority. Reason:- To enable the Local Planning Authority to retain control in the interests of amenity, and in order that the development accords with Core Strategy and Development Control Submission Development Plan Document Policy DC61.
5.The development hereby permitted shall not be carried out otherwise than in complete accordance with the approved plans, particulars and specifications. Reason:- The Local Planning Authority consider it essential that the whole of the development is carried out and that no departure whatsoever is made from the details approved, since the development would not necessarily be acceptable if partly carried out or carried out differently in any degree from the details submitted. Also, in order that the development accords with Core Strategy and Development Control Submission Development Plan Document Policy DC61.
6.Before the use commences suitable equipment to remove and/or disperse odours and odorous material should be fitted to the extract ventilation system in accordance with a scheme to be approved in writing by the Local Planning Authority. Thereafter, the equipment shall be properly maintained and operated during normal working hours. Reason:- To protect the amenity of occupiers of nearby premises, and in order that the development accords with Core Strategy and Development Control Submission Development Plan Document Policy DC61
7.Before the uses commences a scheme to control the transmission of noise and vibration from any mechanical ventilation system installed shall be submitted to and approved in writing by the Local Planning Authority and implemented prior to the permitted use commencing. Thereafter, the equipment shall be properly maintained and operated during normal working hours. Reason:- To protect the amenity of occupiers of nearby premises, and in order that the development accords with Core Strategy and Development Control Submission Development Plan Document Policy DC61
8.Prior to the commencement of the use hereby permitted, a scheme showing the detailed specification of a CCTV system to be installed shall be submitted to and approved in writing by the Local Planning Authority. The proposed use shall not commence prior to the installation of the system and the CCTV camera(s) shall be retained in perpetuity. Reason: To provide a safer environment for users and to prevent crime in accordance with Policy DC63 of the Core Strategy and Development Control Policies Submission Development Plan Document and PPG1.
9.Before the uses commences a waste management scheme shall be submitted to and approved in writing by the Local Planning Authority. The scheme, which shall thereafter be permanently maintained, shall include details of the method and location of refuse storage, together with arrangements for refuse disposal. All refuse shall be properly contained within the approved facility and shall not be stored or deposited elsewhere unless previously agreed in writing by the Local Planning Authority. Reason:- To protect the amenity of occupiers of nearby premises, and in order that the development accords with the Core Strategy and Development Control Submission Development Plan Document Policy DC61.
10.Before the use commences, the building shall be insulated in accordance with a scheme approved by the Local Planning Authority in order to secure a reduction in the level of noise emanating from the building. Reason:- To prevent noise nuisance to adjoining properties in accordance with the recommendations of Planning Policy Guidance Note 24 "Planning & Noise" 1994, and in order that the development accords with the Core Strategy and Development Control Submission Development Plan Document Policies DC55 and DC61.
11.INFORMATIVE: Reason for approval: The proposed development is considered to be in accordance with the aims, objectives and provisions of Policy ROM3 of the Havering Unitary Development Plan and Policies DC61, DC63, DC33 of the Core Strategy and Development Control Submission Development Plan Document and SPG Entertainment Uses in Romford Town Centre and the Romford Area Action Plan
