1.The proposed redevelopment would detract from the special character and appearance of the Gidea Park Conservation Area by reason of its design, materials, height, bulk and mass contrary to Policy ENV3 of the Havering Unitary Development Plan, Policy DC61 of the Core Strategy and Development Control Policies Submission Development Plan Document and the advice contained within Planning Policy Guidance Note 15 (Planning and the Historic Environment).
2.The redevelopment of the site by reason of its design, materials, height, bulk and mass would appear as a prominent and visually intrusive feature on this important corner-plot harmful to the appearance of the spacious character of the surrounding area and to the detriment of the Gidea Park Special Character Area contrary to Supplementary Design Guidance (Gidea Park Special Character Area) and Policies DC61 and DC69 of the Core Stategy and Development Control Policies Submission Development Plan Document.
3.The proposed basement parking layout and access ramp is substandard and is likely to give rise to the parking being under used resulting in an overspill of car parking onto neighbouring residential streets detrimental to highway safety and contrary to policies DC32 and DC33 of the Core Stategy and Development Control Policies Submission Development Plan Document.
4.The proposal results in development for which an education contribution is required in accordance with the Council's Interim Planning Guidance and policy DC29 of the Core Stategy and Development Control Policies Submission Development Plan Document. This matter has not been agreed to the Council's satisfaction and the proposal is therefore unacceptable in this respect. The proposal is therefore contrary to Interim Planning Guidance (Educational Needs Generated by New Housing Development) and policies DC29 and DC72 of the Core Stategy and Development Control Policies Submission Development Plan Document.
