1.The proposed development would, by reason of its height, bulk and mass, appear as an unacceptably dominant and visually intrusive feature in the streetscene harmful to the appearance of the surrounding area. The proposal is considered to be harmful to the subject building and local character contrary to Policies 13 and 26 of the Local Plan of the Local Plan and the London Plan 2021.
2.The proposed front extension, by reason its scale, width, depth, height and design would, result in a poor visibility splay for pedestrians and vehicular entry and egress at the site, harmful to highway and pedestrian safety contrary to Policies 23 and 24 of the Local Plan and the guidance contained in the National Planning Policy Framework.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to agent by email on 13/01/2021.
