1.The proposed development would, by reason of its cramped layout and proportions within this narrow plot and resultant excessive scale, bulk and height appear as an unacceptably dominant, oppressive and visually intrusive feature in the streetscene and be detrimental to visual amenity and to the character and appearance of the surrounding area contrary to Local Plan Policy 26.
2.The proposed vehicular crossover would, by reason of its size, siting and proximity to the junction with Strathmore Gardens, the lack of pedestrian visibility splays would result in parked vehicles overhanging the public highway and the vehicular entry and egress of the site would increase road danger and be detrimental to pedestrian safety and the operation of the surrounding highway contrary to Local Plan policies 23 and 24, London Plan (2021) policy T4 and paragraph 111 of the NPPF (2021).
3.The proposal, if granted planning permission on appeal, would be liable for a Mayoral and Havering Community Infrastructure Levy payment as it would create one additional residential unit and would add a net additional 79sqm of residential floor space. Therefore the proposal would incur a Havering CIL charge of £9,875 and a Mayoral CIL charge of £1,975 based on the calculation of £25 per square metre and £125 per square metre, subject to indexation.
