1.The proposal would, by reason of its location and relationship to neighbouring properties, result in an unsatisfactory relationship by way of noise and disturbance caused by levels of activity, delivery and vehicle movements and associated plant and machinery within the premises, be unacceptably detrimental to the amenities of occupiers of nearby residential properties contrary to Policy 7 of the Havering Local Plan.
2.The proposal would, by reason of its location and proximity to a pedestrian crossing and other restrictions including zig-zag road markings, result in inadequate delivery/servicing, access and egress arrangements, an overspill of cars parking on the public highway or blocking the existing footway, traffic and congestion that would be harmful to highway and pedestrian safety contrary to Policies 23 and 24 of the Havering Local Plan and Policy T4 of the London Plan.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to KMDS Designs via email on 24th November 2022.
