1.The layout of the development is inadequate resulting in substandard accommodation for future residents through lack of internal space and poor outlook and light. As a result, the development represents an overdevelopment of the site contrary to Policy 7 of the Havering Local Plan and Policy D6 of the London Plan.
2.There is no private amenity space for Flat 1, which is harmful to the amenity of future occupiers contrary to Policy 7 of the Havering Local Plan and Policy D6 of the London Plan.
3.The cumulative impact of the fenestration, design and proportions of the ground floor window and the painted render on the front elevation appears incongruous, visually intrusive and fails to integrate with the appearance and materiality of the existing building harmful to the character of the streetscene contrary to Policy 26 of the Havering Local Plan and Policy D4 of the London Plan.
4.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, notification of intended refusal and the reason(s) for it was given to RSWE Chartered Surveyors via email on 3rd March 2022.
