1.Due to the constraints of the site, a detached house would be likely to give rise to an intrusive, overbearing and unneighbourly development that would have a significant adverse effect on the amenities of the adjacent occupiers, including the host property, contrary to Policy 7 of the Havering Local Plan and the Residential Extensions and Alterations Supplementary Planning Document.
2.Due to the constraints of the site, a detached house would not likely to be successfully incorporated and integrated so that it would be in keeping with the character of the area. Any such scheme would be likely to appear as an incongruous and visually intrusive feature in the street scene harmful to the established character and appearance of the surrounding area and appearing as a disproportionate and bulky scheme, contrary to Policy 7 and 26 of the Havering Local Plan, and the Residential Extensions and Alterations Supplementary Planning Document.
3.Statement Required by Article 35 (2) of the Town and Country Planning (Development Management Procedure) (England) Order 2015: Consideration was given to seeking amendments, but given conflict with adopted planning policy, it was necessary to issue a decision as close to the statutory timeframe as possible as opposed to seeking amendments which would have significantly delayed the application.
