1.It is recommended that the TPO Lime trees T24 & T25 (TPO 23/73), can be crown reduced by up to 2.5m, the Holm Oak 28 and 29 (T5 & T6 TPO 23/73) can be crown lifted 3m over car park, and crown reduced by1m. As shown on the Havering TPO plan 23/73 from the tip to an inter-nodal branch break to leave the tree's balanced. The request for work on the other trees with in the Church grounds and the Vestry Hall grounds are located within the Cranham Conservation Area and are not listed in the schedule of the TPO 23/73, these can be completed as follows; Remove horse chestnut tree 1&2, at the front right hand side of the car park as these are poor specimens and re-pollard the Horse Chestnut tree adjacent to the front right hand side of Vestry Hall. The Holm Oak's 30,31,32, can have the branches over hanging road reduced to give clearance, and overall crown reduced by 30% to include the removal of dead wood. There is a self-sown Sycamore tree identified as tree 34 growing out of wall and causing seriously structural damage, situated roughly 10m to the south-west corner of the Church on the boundary wall return.
2.The work for which consent is granted shall be carried out to the standards detailed in British Standard Document BS 3998:2010. Reason: To ensure that the work is carried out in accordance with good arboricultural practice.
3.The work for which consent is granted shall be carried out as an overall reduction, so that the tree's crown remains balanced. Reason: To ensure that the tree's stability is maintained and in the interests of public amenity.
4.Anyone who kills, injures or disturbs bats, obstructs access to bat roosts or damages or disturbs bat roosts, even when unoccupied by bats, is guilty of an offence under the Wildlife and Countryside Act 1981, the Countryside and Rights of Way Act 2000 and the Conservation (Natural Habitats, &c.) Regulations 2007. Prior to commencing work you should ensure that no bats or bat roosts would be affected. If it is suspected that a bat or bat roost is likely to be affected by the proposed works, you should consult Natural England (tel. 0845 6003078)
5.The work for which consent is granted shall be carried out within 2 years from the date of this consent. Reason: To prevent the accumulation of consents.
